RPNGC wishes to recruit five Executive Directors within the Operations Wing in the areas of Traffic, Crimes and Internal Affairs and is inviting qualified professionals to apply for the following roles based in Port Moresby.

EXECUTIVE DIRECTOR CRIMES 

The Executive Director Crimes will report to the Assistant Commissioner Police (ACP) – Crimes. The incumbent will work closely with the Director to provide guidance, coaching, training, and other interventions to improve the functioning of the Crimes Directorate within the Royal Papua New Guinea Constabulary (RPNGC), principally through support to the Director Crimes. This will be done in full observance and consideration of the RPNGC's Gender Equity, Disability and Social Inclusion Policy.

Eligibility Criteria

  • A bachelor's degree in criminal justice, law enforcement, criminologyor a related field is required. A master's degree is preferred. A master’s degree in a relevant discipline is highly desirable.
  • A minimum of 10 years of progressive work experience in criminal investigation, law enforcement, or a related field is required. This should include a minimum of five years of experience in supervisory or managerial roles within a law enforcement agency.
  • The candidate should possess excellent leadership and management skills, with a proven ability to effectively lead and motivate a diverse team of professionals. Experience in managing a large investigative unit or a similar department is highly desirable.
  • The candidate must have comprehensive knowledge of criminal investigation techniques, procedures, and best practices, including crime scene management, evidence collection, analysis, interviews, and interrogation techniques.
  • The ability to work independently, exercise sound judgment, and maintain composure in high-pressure situations.
  • Knowledge of legislation and other governance relevant to criminal investigations and the ability to readily translate these to the PNG environment, such as the Police Act 1998, Evidence Act 1975, Search Act 1974, Criminal Code Act 1974, Controlled Substance Act 2021, Juvenile Justice Act, Drug Act, Summary Offences Act, NICTA Act, Cyber Crime Act or other related legislation.

 

EXECUTIVE DIRECTOR INTERNAL AFFAIRS

The Executive Director Internal Affairs will report to the Commissioner of Police. The Internal Affairs Directorate is primarily responsible for carrying out investigations at National and Provincial level into complaints against members of the RPNGC. The Executive Director IAD will be responsible for supporting the strategy for promotion, coordination, administration, and policy development of all matters relating to the conduct of internal investigations and policing standards in the RPNGC.

Eligibility Criteria

  • A bachelor's degree in criminal justice, law enforcement, public administration, or a related field is required. A master's degree is preferred.
  • A minimum of 10 years of experience in law enforcement, internal affairs, or a related field, with a focus on conducting and overseeing investigations. Experience should include at least five years in a managerial or supervisory role, preferably in a law enforcement or internal affairs setting.
  • Unquestionable integrity, impartiality, and objectivity in approach to investigations.
  • The ability to work independently, exercise sound judgment, and maintain composure in high-pressure situations.
  • Knowledge of legislation and other governance relevant to criminal investigations and Police professional standards and the ability to readily translate these to the PNG environment, such as the Police Act 1998, Evidence Act 1975, Search Act 1974, Criminal Code Act 1974, Proceeds of Crime Act or other related legislation.

 

EXECUTIVE DIRECTOR NATIONAL FRAUD AND ANTI-CORRUPTION

The Executive Director National Fraud and Anti-Corruption (NFACD) will report to the Assistant Commissioner Police (ACP) – Crime. The NFAC Directorate is the national investigation mechanism for matters involving fraud, corruption, money laundering and counter-terrorism financing. The purpose of the role is to provide guidance, coaching, training, and other interventions to improve the functioning of the National Fraud and Anti-Corruption Directorate (NFACD) within the Royal Papua New Guinea Constabulary (RPNGC), principally through support to the Director NFACD.

Eligibility Criteria

  • A bachelor’s degree in law, criminology, public administration, or a related field is required. A master’s degree in a relevant discipline is highly preferred.
  • A minimum of 10 years of progressively responsible experience in law enforcement, specifically in fraud investigation, anti-corruption, or a related field.At least five years of contemporary experience in a leadership or management position
  • Strong leadership skills with the ability to inspire, coach and motivate a multidisciplinary team.
  • The ability to work independently, exercise sound judgment, and maintain composure in high-pressure situations.
  • Knowledge of legislation and other governance relevant to criminal investigations and the ability to readily translate these to the PNG environment, such as the Police Act 1998, Evidence Act 1975, Search Act 1974, Criminal Code Act 1974, and Proceeds of Crime Act or other related legislation.

 

EXECUTIVE DIRECTOR PROSECUTION

The Executive Director Prosecutions will report to the Assistant Commission of Police – Crimes. The incumbent will be responsible for providing leadership, administrative support, training and policy direction to the Prosecutions sections throughout RPNGC.

Eligibility Criteria

  • A bachelor’s degree in lawor a related field. A master’s degree in law or public administration would be an added advantage.
  • A Minimum of 10 years of legal experience asa legal practitioner, including expertise in criminal Law or courtroom advocacy with a strong focus on prosecution
  • Also proven experience in managing and leading a team of prosecutors in a high-pressure environment is preferred.
  • Proven ability to lead, manage, motivate, and mentor a diverse team of legal professionals.
  • Experience in strengthening systems and processes in the legal practice management of criminal matters.
  • The ability to work independently, exercise sound judgment, and maintain composure in high-pressure situations.
  • Knowledge of legislation and other governance relevant to criminal investigations and prosecutions and ability to readily translate these to the PNG environment, such as the Police Act 1998, Evidence Act 1975, Search Act 1974, Criminal Code Act 1974, Proceeds of Crime Act, Local Court Act, District Court Act and Lawyers Act or other related legislation.

 

EXECUTIVE DIRECTOR TRAFFIC OPERATIONS

The Executive Director Traffic Operations will report to the Assistant Commissioner of Police Traffic (ACP Traffic). The incumbent will provide oversight to traffic policing operations and is responsible to provide guidance, coaching, training, and other interventions to improve the functioning of the Traffic Operations Directorate (TOD) within the Royal Papua New Guinea Constabulary (RPNGC), principally through support to the Director TOD.

Eligibility Criteria

  • Bachelor's degree in a relevant field such as Traffic Engineering, Transportation Management, Civil Engineering, or a related discipline. A master’s degree in a related field will be an advantage.
  • A Minimum of 10 years of progressively responsible experience in traffic management, with at least five years of experience in a leadership or managerial role dealing with traffic-related issues, policies, regulations, and enforcement strategies.
  • Ability to develop and implement traffic management strategies and policies
  • Ability to coordinate and collaborate with other stakeholders, such as law enforcement agencies, local government bodies, and transportation authorities
  • The ability to work independently, exercise sound judgment, and maintain composure in high-pressure situations.
  • Knowledge of legislation and other governance relevant to Traffic policing and the ability to readily translate these to the PNG environment, such as the Police Act 1998, Evidence Act 1975, Search Act 1974, Criminal Code Act 1974, Proceeds of Crime Act, Local Court Act, District Court Act, Lawyers Act or other related legislation.
